The International Telecommunications Union (ITU) has just released its latest report for the Global Cybersecurity Index 2024. This report evaluates countries' efforts to improve their cybersecurity score on 5 pillars: legal, technical, organizational, capacity development and cooperation.
What I like about the new report is the 5-level classification (T1-T5) which allows us to focus on progress in terms of engagement and the resulting impacts. The ranking assessment method used in the past seemed a bit vague to me.
When analyzing the situation in the LAC region and Haiti in particular, the country is at level T4 (evolving) which has a score between 20 and 50. This implies that efforts have been made despite political instability. However, if we analyze the report by pillar, Haiti has not done much in terms of technical measures. Which in my opinion should be easier to address.

I hope that the current government of Haiti will take advantage of the publication of this report to get to work to effectively address cybersecurity issues and why not improve the country's cybersecurity posture in the next report.
Note: Tier 4 (T4) – Evolving represents countries that obtained an overall score of at least 20/100 by demonstrating a basic cybersecurity commitment to government-driven actions that encompass evaluating, establishing or implementing certain generally accepted cybersecurity measures in at least one pillar, or several indicators and/or sub-indicators.
